Invitation to Bid: Rescue Towing Vessel Analysis Prince William Sound Regional Citizens' Advisory Council (PWSRCAC) is seeking consultants knowledgeable with vessel capabilities and tanker/ship rescue towing operations near the Gulf of Alaska/Prince William Sound intersection at Hinchinbrook Entrance. The consultant will provide an analysis of the capabilities of the Prince William Sound (PWS) class, Alert class, and Theriot class tugs to provide rescue towing services in the above region and conditions. PWSRCAC believes a modern deep-sea salvage and rescue vessel possesses the necessary qualifications to maneuver, attach a line and tow a disabled 125,000 dwt tanker in open ocean conditions similar to those encountered in the Gulf of Alaska throughout the year. The goal of the Hinchinbrook Entrance Vessel Analysis Project is to examine the practice of laden tankers proceeding through Hinchinbrook Entrance between Prince William Sound and the Gulf of Alaska to determine the maximum realistic operating conditions for the PWS class, Alert class and Theriot class tugs. The results of this investigation will be used by PWSRCAC to carry out their mission of advising Trans Alaska Pipeline System (TAPS) shippers, Alyeska Pipeline Service Company, and federal and state regulators on the strength and possible improvement to current prevention and response capabilities.
